Veteran healthcare lobbyist discussed the prospects for the Senate passing comprehensive PBM legislation in the most recent episode of Managed Healthcare's DC Roundtable podcast.
Paul Kelly, of Capitol Advocacy & Government Affairs, LLC , and a veteran Washington, D.C., lobbyist, sees some obstacles to the Senate passig a comprehensive PBM bill.
Kelly noted that Republican Sens. Mike Lee of Utah and Ron Johnson of Wisconsin, believe that PBMs are a market-based reform that emerged 20-30 years ago "that actually do some good in the system, so maybe we shouldn't be so hasty to move forward with these major reform."
Meanwhile, Rhode Island Democrat Sen. Sheldon Whitehouse has supported PBM reforms as a member of the Senate Finance Committee but also said "let's not take our eye off the ball, which is pharmaceutical manufacturers.
"Even though there looks to be a lot of consensus — and there is, more than there ever has been on reforming PBMs — I think there are enough people in the Senate who might prevent wholesale reform from moving forward," Kelly said.
