Centene Corporation’s Ambetter Health Solutions names Alan Silver as the first president of Individual Coverage Health Reimbursement Arrangements.

Centene Corporation has named Alan Silver as the first president of Individual Coverage Health Reimbursement Arrangements (ICHRA) at its Ambetter Health Solutions business, according to a recent news release.
Individual Coverage Health Reimbursement is a health insurance option created by the Trump Administration in 2019. These options allow employers to reimburse their employees for a Marketplace plan of their choosing using a tax-free stipend from their employer. Popularity of ICHRAs have increased 29% from 2023 to 2024, according to HealthInsurance.Org.
Silver’s previous experiences include more than two decades of benefits administration and actuarial consulting experience at Willis Towers Watson, a global primary and reinsurance broker where his most recent leadership role concerned retiree medical and ICHRA initiatives.
"Alan's appointment underscores our dedication to making ICHRA a cornerstone of our growth strategy," Ambetter Health's CEO Kevin Counihan said in the release. “With his exceptional background in benefits innovation and deep understanding of the market, Alan is the ideal leader to advance our vision and help us set a high standard for ICHRA offerings, providing meaningful value to employers and employees across the nation."

Ambetter Health is available on the Health Insurance Marketplace or Exchange through Centene Corp., which offers coverage to about 1 in 15 people in the nation. Ambetter Health currently serves about 4.5 million members in the individual market and is available in 30 states including Alabama, New York and Texas.
