National Alliance names interim head after arrest of its president

he National Alliance of Healthcare Purchaser Coalitions (National Alliance) has named Jenny Goins its interim president and CEO after its former president and CEO, Shawn Gremminger, was arrested on Aug. 27 and subsequently charged with producing and possessing child pornography.

Gremminger, 44, a member of the Managed Healthcare Executive (MHE) editorial advisory board since March 2025, has been removed from the MHE board.

Goins had been serving as the National Alliance’s chief of staff.

The Fairfax County Police Department in Virginia put out a news release about Gremminger’s arrest on Tuesday. The release says that on Aug. 16 and 17, police responded to a report of an unknown man using his cellphone to unlawfully film three victims, two 18-year-old women and a 16-year-old girl, at stores in the Tyson, Virginia, area. The man fled, but the police used license plate reader technology to identify Gremminger as the suspect. Gremminger was arrested on Aug. 27 at the Ronald Reagan Washington National Report. Police say a search of his electronic devices found evidence that suggests there may be other victims.

Gremminger has been charged with several criminal counts related to the filming, production of child pornography and 30 counts of possession of child pornography. He is being held without bond in the Fairfax County Adult Detention Center.

Politico reported that the investigation of Gremminger began when police were called to the Tysons Corner Mall in response to a man pointing his cell phone camera up the skirt of an 18-year-old woman who was shopping for clothes. Mall security cameras allegedly captured the man, now identified by the police as Gremminger, pointing his camera in a similar way up the skirt of another 18-year-old woman on the same day and up the skirt of a 16-year-old the day before, according to Politico.

A spokesman for the National Alliance said Gremminger had scheduled time off in late August, so his absence from work was expected. The organization first heard about his arrest on Sept. 2, an emergency board meeting was convened on Sept. 3, and Gremminger was terminated effective Sept. 4, the spokesperson said.

The National Alliance posted a short news release about Goins' appointment on Sept. 9 that said the board took “immediate action to fire the former president and CEO, who is facing criminal charges unrelated to the organization’s members, funders, finances, programs, or operations,” without elaborating on the nature of the charges.

A longer news release was posted today that mentions Goins’ deep knowledge of the organization and the organization's showcase meeting scheduled to be held in November in Arlington, Virginia.

Gremminger is well-known in healthcare policy and lobbying circles and has become more prominent since being named president and CEO of the National Alliance in 2023. Prior to the National Alliance, he had worked for the Purchaser Business Group on Heath, Families USA and America’s Essential Hospital. As head of the National Alliance, a coalition of healthcare purchaser organizations that represent the interest of self-insured employers, he advocated for pharmacy benefit manager reform, reining in health system spending, and reforming the 340B Drug Pricing Program.
