Judi Health, the company behind Capital Rx, has rebranded and launched new services. As part of this rebrand, Capital Rx will now be known as Judi Rx. Capital Rx was founded in 2017 as a transparent, pass-through pharmacy benefit manager. Over the last five years, the company has experienced significant growth, adding more than 50 million covered lives across commercial, Medicare, and Medicaid.
The rebrand of Capital Rx is centered around the company’s technology platform, Judi, Andy Kageleiry, senior vice president, enterprise, at Judi Health, said in an interview. “Over time, Judi has become such a critical part of everything we do, whether it’s our service offerings, our businesses, or the licensing of that software. We’ve created a branding structure that is cohesive and directly acknowledges the role of that technology in the various parts of what we have put in the market.”
Judi unifies claims adjudication, prior authorization, patient communications and other functions on one platform. When it launched in 2021, Judi was a technology for pharmacy plan management and adjudication. (Judi is a play on the word adjudication.) Since then, the technology’s capabilities have grown to also include medical, dental and vision benefits. As a result, the company has launched Judi Care, which is a third-party administrator (TPA) for the medical, dental, and vision claims.
“This is unified claims administration, or unified enterprise benefit management, that goes across all of those benefits on a single technology chassis,” Kageleiry said. “We started developing that capability in 2023, and we processed our first medical claim in January 2025.”
The average health plan or TPA uses dozens of different vendors, dozens of different technology vendors, to administer plans, he said. "We believe there’s roughly a trillion dollars in administrative waste in healthcare every year. Healthcare is one of the industries that has been slowest to adopt modern technology. Plans and TPAs are running their claims on mainframe computers in offices. There haven’t been offerings that have had a step-change improvement in efficiency that can run on the cloud, that can run pharmacy, medical, dental, vision, and all of the different subcomponents.”
Kageleiry said the company is in the early stages of implementing AI. He said he sees AI could be useful for doing the manual work required for clinical reviews. But he said Judi Health’s technology platform is well suited for AI. Within Judi, the data is in one place, and it's highly structured. “The cost to operate an AI system on top of Judi is significantly less than to apply AI on top of legacy systems,” he said.
Additionally, as part of the rebrand, the company is launching Judi Cloud for health plans and TPAs that are interested in licensing the technology platform. Judi Health has licensed its technology in the past — such as with the alliance with Prime Therapeutics in 2024 — but the company had wanted to wait until the technology was mature across medical, dental, and vision claims before announcing it was available for licensing, Kageleiry said.
“We have tens of millions of covered lives from our health plan licensing partnerships that are running on Judi, including those who are in the implementation phase,” he said.

• Judi Cloud represents the licensing division, which enables health plans and TPAs to leverage the Judi platform.
Judi Group is a separate entity entirely that conducts forensic audits of contracts, offers fiduciary protections, and ensures vendor accountability.
