When Jeff Miles stepped into the presidency of the California Association of Health Underwriters (CAHU) last July, he also stepped directly into a political storm. The financially strapped state's electorate was about to recall former Gov. Gray Davis and later elect the action-hero-turned-activist Arnold Schwarzenegger.
