
PCMA names David Marin as new president and CEO

The Pharmaceutical Care Management Association (PCMA) has named David Marin, J.D., as its new president and CEO, effective Jan. 20, 2026. PCMA is a trade association representing pharmacy benefit managers (PBMs). Merin joins the organization from Viatris, a pharmaceutical manufacturer, where he was global head of government affairs, public policy, and advocacy.
“Policymakers at all levels are rightly focused on costs, affordability, and sustainability – for patients, employers, and healthcare systems overall,” Marin said in a news release. “Our promise is to be a driver of that conversation in Washington and state capitals around the nation.”
Marin replaces Lucia Lebens, who is chief government affairs officer of PCMA and served as interim CEO. Former president and CEO Juan Carlos “JC” Scott had announced in October 2025 that he be leaving the organization. Scott had been president for seven years. Lebens will continue to serve on the organizations executive team, leading PCMA’s government affairs operations.
Marin is a graduate of Harvard College and earned his Juris Doctorate from the American University Washington College of Law.
Additionally, PCMA has appointed Brendan Buck to serve in the new role of chief communications officer. He will also begin Jan. 20, 2026. He most recently was with Seven Letter, a public affairs consulting firm, and he was also an on-air political analyst for NBC News and MSNOW, as well as a contributing opinion writer for the New York Times.
Buck earned a bachelor in business administration in economics at the University of Georgia.
