Connecticut and Washington will not offer extensions
If a consumer begins the enrollment process by 11:59 on March 31, 2014, and experiences a delay because site traffic or technical issues, all but two states will allow an extension. Other 'hardship' extensions are possible for states using healthcare.gov, such as natural disasters, a death in the family or domestic violence.
